Finally, in 1996, the Sudanese decided to confiscate his properties and force him to leave the country. He claimed he lost investments worth $160 million in Sudan, but other estimates put the amount between $20 and $30 million. His family cut him off from further funds from Saudi Arabia, so he no longer had the vast fortune available. In fact, when he left the country, he was probably reduced to poverty, although outsiders thought he was immensely wealthy. He still had lots of wealthy friends in Saudi Arabia.
Taraki tried to begin a series of deep reforms, including breaking up large landholdings and limiting the power of the Muslim clergy. Taraki did not imprison or kill his PDPA opponents in the Parcham branch of the party, but he exiled some of them by giving them jobs as ambassadors in faraway countries. Taraki’s Khalq government faced widespread uprisings led by conservative Muslims. Refugees fled into neighboring Pakistan. Faced with these troubles, the Khalq regime grew weaker. The Soviets did not entirely trust Taraki and his radical faction.
